I would look here for answers to your question on getting your landlord to make repairs:

Also, a landlord can raise the rent and generally improvements are not a prerequisite to raising the rent.
I have been living in the same complex for 6 years and we have always been allowed to have grills on our patios. A new managment company has taken over and forced everyone to remove grills from the patios. That was one of the original attractions to the complex. Is this allowed by the managment company?
Can a managment company compell residents to remove grills from the patios in the complex? We have alwasy been permited to have grills and I have been living in the complex for 6 years. Now suddenly grills are not allowed. Can they do this?
I have rented a farm for almost 10 years now. My landlord wants to increase my rent but has done no improvements or repaires for that matter on the barn. He did supply gravel this year for the drive. Maintenance on the house is non exsistant unless I do it and repairs are made if I call. I was told my rent couldn’t be increased unless improvements were made. Many improvements on the farm have been made but all were done by me with my equipment and my dime. Just wonderin what the law says about this if anything. I would appreciate any and all comments.
